Goku didnt seem to have too much trouble using it against merged zamasu and this was when he was substantially weaker and was in worse shape when he used it. First of all Gokus earliest established trait was his ability to quickly pick up on stuff there was the Kamehameha obviously but even in chapter one he quickly learns how to drive Bulmas bike so I dont have any issue with the idea that Goku could use Hakai by witnessing Beerus do it but the thing is in the manga continuity he never witnesses Beerus performing it.
